Soluția pentru Siria pe axa Londra-Nicosia-Moscova

Este greu de anticipat ce se va întâmpla în Siria, dar presentimentul meu este că soluția este pe axa Londra-Nicosia-Moscova.

De ce ? Simplu, Rusia are nevoie de o bază în flancul sudic, adică în Mediterana. Pentru că se anticipa pierderea bazei din Tartus, rusii au încercat să găsească o altă bază în Marea Mediterană.

Soluția părea să fie Cipru, unde sunt mai multe baze britanice. Nicosia a refuzat în anii 80 și oferta americană dar recent, prin iunie-iulie a.c. ciprioții au refuzat cam cu jumătate de gură pe ruși, doreau să ofere găzduire dar nu staționare permanentă.

Cu titlu speculativ avansez următoarea soluție, dacă Nicosia acceptă condițiile Moscovei și Londra este de acord, atunci Rusia se va abține, probabil împreună cu China, în Consiliul de securitate ONU la o rezoluție franco-americană privind o intervenție cu mandat ONU în Siria,

Această abținere ar putea fi o contribuție majoră a Moscovei și Beijingului la stoparea războiului civil. Oricum relațiile Rusie și Chinei nu se rezumă la o simplă bază navală, anvergura parteneriatelor este mult mai mare. Flota rusă va încheia moderinizarea prin 2017, prezența navală chineză se va permenentiza, Buxellesul ar putea trage niște foloase pentru securitatea energetică și maritimă iar importanța strategică a Ciprului va crește.

În altă ordine de idei, SUA și UE ar prefera ca Rusia să nu aibă o bază navală în Egipt.

Strategic vorbind ar fi prima bază rusească pe teritoriul UE, cu riscurile dar și oportunitățile de rigoare generate de un asemenea precedent.

Este doar o speculație personală.

 

PS: în mare măsură, datorită afacerii Snowden, Rusia și-a îngustat mult marja de negociere cu SUA pe subiectul Siria, de fapt Moscova a accelerat accidental decizia Washingtonului de a adopta o opțiunea militară clară
